Variables not appearing as placeables

I'm translating a long text about railway stations in the Netherlands. Obviously, the names of those stations come up regularly. There are also sentences like:

In Arnhem Centraal werd de reizigerstunnel vervangen door een reizigerstraverse.

(At Arnhem Centraal, the subway was replaced by a footbridge).

Later, we get:

In Alkmaar werd de reizigerstunnel vervangen door een reizigerstraverse.

If I understand correctly, adding "Alkmaar" as a variable should (a) cause the second occurrence to be pre-translated, with "Alkmaar" inserted in place of "Arnhem Centraal" and (b) cause "Alkmaar" to appear on the left as a placeable, i.e. underlined in blue.

Neither of these things is happening

How I created my variable list

I started off by using the Variable Manager plug-in to add a list of all Dutch stations to my variables list. The import worked beautifully, but none of the station names appeared as placeables.

Some of the station names contained apostrophes or hyphens, which I thought might be causing a problem, so I removed all the variables and just inserted Alkmaar, by hand.

Still no luck.

I re-indexed the TM and re-started Studio.

Still no luck.

And when I say "no luck", I mean that "Alkmaar" is not appearing as a placeable (underlined in blue) despite "Replace>Variables" being checked.

Any ideas what I may be doing wrong? I currently have a variable list containing the one variable "Alkmaar", if that makes a difference.
