This is for custom quick inserts you create yourself, not the ones that are built in.  You can already access those as you have shown.

It's because they are not supported in the wsxliff.  Probably because the underlying file format could be anything and you have no idea what type of tags will be supported and what won't.

Because you don't have the Worldserver plugin installed?

It seems to be already installed because I can see it in the list of my programs and I worked with a WS package when I decided to add QuickInserts and ask this question here.
