False positives with Verify

Verify has a tendency to produce excessive false positives, sometimes so many that the report is almost unusable.

I have a longstanding problem in understanding how Verify operates, in particular what is a “sensible” Minimum Match Value (MMV) setting to prevent excessive false positives, and more importantly, false negatives.

 

In the shown example, I cannot find any MMV setting that prevents “appropriately” from being flagged as mismatch, although “appropriate” is specified in the only TB. Why is this so?
