I am using 2019 Trados Studio and my client sent me a HC tmx file that will not open.How do I create a Haitian Creole TM from my clients tmx file?
Haitian Creole is not supported by Microsoft in their operating systems via the LCID references. Because of this Trados doesn't support it either. You may have read this article:

The article is indeed about Google Translate, but the main theme is relevant for you. If you want to use this language in Trados Studio then you need to adopt a language that is, such as French-Haiti. This is a different language, but you can create your projects using this language and just "pretend" that it is Haitian Creole. That was the essence of the article.
So if you have received a TMX from your client that uses a language code for Haitian Creole, and that means it's based on something Trados Studio doesn't use, then simply edit the language code to be fr-HT instead. Then you will be able to use the TMX in a TM created by Trados Studio.
