A PM of ours needs to simultaneously open 300 files.
Trados 2021 freezes and fails, while Trados 2019 does it.
As a consequence, we still have 11 licenses paid and not upgraded yet.
Any idea?

I assume you managed to create a project but then its down to opening all 300 files in the editor view (virtual merge)?
Please clarify if the project is saved local to users PC or on a central project share space as well as clarifications over any changes introduced in your project workflow, given 2021 now has advanced Language Cloud capabilities.
Perhaps outlines your project setup and steps so we can investigate thoroughly
