Before opening the InDesign file (INDD), you need to export it to an IDML file (an XML representation of the original InDesign file INDD). To do that, you need InDesign or have it exported by the client.
After translating the IDML file, it'll need to be imported back to InDesign. Again you or the client will need the InDesign application.

If you don't have InDesign yourself (as is the case with me), you can still translate the IDML file without any problem. The formatting information is not touched at all and my clients have always been happy with the results. In order too proofread my translation (I always use a printed version for that rather than working directly on-screen), I simply mark the entire target text and copy it into an empty Word file. It's completely unformatted of course, but quite sufficient for reading purposes.
