Two things I guess... please provide a screenshot of your termbase settings for the project you are working in as we cannot see what settings you are using.  The second thing relates to the first and is best described by the answers given in this thread you raised earlier:

Reset window layout has nothing to do with your issue. Go to project settings, language pairs, all language pairs, termbases. Make a screenshot and share it here.

Of course.  But please try to review what Jesse and I have tried to point out.  The only screenshot you have shown to demonstrate you have a termbase in your project is for a project that is different to the one you have problems with.

Please check that you actually do have a termbase added to the project giving you that message.
