Sourcing repopulated databases is not something we provide.

I understand when you say you are a new user and I also understand that with most users, having data in TM's is preferred.
Trados technology can help in several ways depending on your preference / current resources. 

If you have an archive of previous translations where you have English in 1 document and Arabic in another there is a built in feature called Alignment.
It will align your English and Arabic documents and map the segments so they are associated.
From there you can import into your TM. Data now will be familiar with you and relevant.

Another approach users take when working with empty databases, is to use Machine Translation.
It can act as a reference, suggesting translations just as a TM would. 
Once you evaluate and confirm the segments they can be saved into your TM for future reuse.
