Finalized translation provides non-TL target files

We are experiencing problems with a large ditamap file to be translated in an DITA/Oxygen-Fluenta/Trados 2022 SR2 17.2.9.18688 environment. After re-import into Oxygen via Fluenta, the individual xml files remain English in a German template. What could have gone wrong? After running the "Finalize" batch task I find the bilingual sdlxliff and the monolingua xlf files in the target language folder (de-DE). When I open the xlf file in Notepad, the content is bilingual with long stretches of unreadable code.
