This can only be because you have not applied the change here to the template you used to create your project, and before you created it:

Your screenshots don't give us any clues as to how and when you did this, but that seems to most likely cause of your problem since the bilingual excel filetype is clearly not being used.

But which template did you make those settings in?  Please take a screenshot that shows this:

This will confirm you made the change in the global options used by the single document approach for every new project, as opposed to making the change in your project settings somewhere.
