If the files are identical I'm not sure how they are only 85%... that would have definitely best to best approach. So I'm wondering where the TM came from? Was this a TM you were provided and not one created by you? If that is the case, then maybe try creating a new TM just for this exercise, run a batch task to update just that TM (disable the others temporarily while you do that), and then pretranslate the identical file against that TM. If it's identical it must be 100%... but let us know if it's not as this would indeed be interesting!
In this case, when you let us know, can you confirm that you are comparing apples with apples and that the identical file is not the original source compared to the bilingual file someone else converted from the original source for example?

A few days ago when opening trados studio to my surprise a world server package that I had a few weeks working was not on my project dashboard. This is not the first that this cat tool does this!
I was able to recover the single file I worked on and uploaded it. Not aware that now I am now working on a single xliff file when trying to get a return package I realized this is not a file that belongs to a world server package anymore (but an isolated xliff file).
So I uploaded the world server package again and status quo I got 85%. I am afraif but the new TM does not populate the missing segments, neither :(
This is not the first that this cat tool does this!
I'd like to know more about that one... it's not anything I have seen before unless the user inadvertently changes the filters in the navigation pane. Or maybe the projects.xml is in a location that is causing it to be changed due to synch issues of some sort so that an older version is replacing the new? Certainly warrants investigation on your side I think as this is definitely not normal behaviour and sounds more environmental.

Hi Paul, trust you were able to receive the files? Did you have a chance to check on this? This is quite a large project and am afraid time is running out....
SOLUTION: I just was able to get the translated xliff file content into the identical untranslated file that is part of a world server package. Simply replaced the untranslated file by the translated file in the studio saved files documents de-DE from this specific project. Then reopened the package and got a completely translated target file that I now can convert into a world server return package;)
Glad you found a way forward. I did just take a quick look at your files and would note that they are not the same, which is why you never got 100% matches from the TM after updating it from the translated file. I'd also note that the original had an embedded source file whilst the updated did not. So worth making sure that this won't be a problem for regenerating the target for your client when they receive the return package.

My first try would be to use your isolated SDLXLIFF file for a PerfectMatch. Not sure whether that's possible in your case.
If that does not work for some reason, convert the SDLXLIFF into a TM (SDLTM). Use that TM to pretranslate the actual source file (add to project, select a sufficiently minimum low match rate to get most of your target segments populated, maybe disable formatting penalties). Make sure to validate with all tag checks on.
