Cannot use "Create project package" because selecting "Users" crashes Trados Studio 2024

Only one one PC, we have the same exact issue as described below:

File > Settings > Users makes Trados Studio 2022 freeze

Doing a full reset and re-installation allowed us to click on "Users" without crashing.
However, as soon as we tried adding a name, it crashed again.

The PC is using Windows 11 and is in Japanese. This seems like an issue with saving/loading the UserSettings file, but any advice would be appreciated.
