The cloud-only OneDrive location, if you are using OneDrive or just have your TM on the OneDrive path and didn't think about it, is a plausible cause of the error you’re seeing.  The delay introduced by OneDrive’s Files On-Demand feature (or similar cloud-syncing behavior) could prevent Trados Studio from accessing the SDLTM file immediately when you double-click it, leading to the "file in use" error.  The fact that the "Open" menu method works supports this theory, as it likely gives OneDrive enough time to download the file before Trados Studio tries to access it.

Can you test with a local copy of the file first... by local I mean an SDLTM that is not stored on a OneDrive path, or any other path for a network storage location.  If that works, you can either store your SDLTM files locally or adjust your OneDrive settings to keep the files available offline.
