The translator does not need the plugin to translate the project.
However, without the file type, you cannot generate the target translation, so there are some limitations.

Yes.
But also note that if you wanted the translator to use any of the subtitling features available via the appstore (for video preview, styleguide compliance etc.) then these will also be unavailable unless the translator has the appropriate subtitle plugins installed.
