When you say "generate the target translation" do you mean saving out the files?

Yes.

But also note that if you wanted the translator to use any of the subtitling features available via the appstore (for video preview, styleguide compliance etc.) then these will also be unavailable unless the translator has the appropriate subtitle plugins installed.
