This issue is persisted for quite a long time, and I found an article here,

Seems there is no such filter any more, any turnaround solutions?
Here also attached a sample file for investigation.
Data validation lists in Excel can be in a range of cells or, as in your case, outside any range of cells.
In the first case, Studio would extract the strings to be translated, but not in the second case.
If I were you, I would:
- grab the strings, translate them apart, and then insert them back in Excel (please keep the same list separator, yours can be different than mine).
- post a request in https://community.sdl.com/ideas/translation-productivity-ideas/i/trados-studio-ideas
