Note the last part.  These comments cannot be amended and new comments cannot be made to source segments.  This was never possible and still isn't.  The feature is the same in the newer filetype.  So I can do thi for example because the comment was already in Word:

I'd just like to check if my mind is playing with me... 

I'm not sure with which version, could be some beta version, but i kind of remember that  I was able to mark comments in the source segment.  
I also believe there was an issue with generating target file of such commented sdlxliff.

That's why I was convinced that entering comments in the source segments would also be technically possible, but for some reason in not implemented.

I either don't recall this, or this has never been possible. I'm leaning towards the latter.

Even if it was possible we definitely would not support doing anything with the comments in the target file Why would we when the comments related to the source?

I have a case where customer (GOV) would apparecchiate to have the option of adding  comments into the parts of source text -> allowing translators and/or reviewers to clearly mark what would be the issue in the source.
Most common reasons would be:

-clarifying or expressing the doubt about the source term used.
-adding an internal clarification (description) for the reviewers on the source term or "word construct"
- pointing out the error in the source text that is critically misleading for the translation and review and that require to be communicated to source content author for later correction and implementation 
- ... and others (can ask them to help me collect the full list).

As I said above, I can understand that having comments in the source text just adds to the complexity of handling SDLXLIFF. 

Until I'll have a more complete list of why one would need comments on the source text  ....
