Try removing the plugin from the AppData folder manually from: C:\Users\[username]\AppData\Roaming\SDL\SDL Trados Studio\16\Plugins\Unpacked

The issue was resolved by deleting the TMS Commute plugin from the following path: C:\Users\%USERNAME%\AppData\Roaming\SDL\SDL Trados Studio\16\Plugins\Packages\
