How to remove these locked inline selections?
FYI - I added this through File settings-> XLIFF -> embedded content-> tag pair (I have given { opening pair } as closing pair) and select the option not translatable.But after the translation file I got from translater I can't remove locked symbol from both source and target
You can't. At least not without preparing the project again with different settings (not too painful since you could perfect match or pre-translate).

This is why. If you want these to be unlocked you should not set the filetype like this.
Why do you need them unlocked? If they re not translatable then it looks ok, and if they are then you should not have locked them when preparing the file.

The locking is only in the sdlxliff as you created this to support the way you wanted to translate the file. When you save the target files all the measures you took to support the translation process are removed and only the translated file without all these additions will be created.
