I see... My viewpoint is that measuring progress by segments is almost useless because the length of the segments is variable, much variable. For example, I translate many contracts, bylaws, articles of incorporation, legal deeds... in these cases, some segments may be composed of a few words, even one word. Titles, for instance, may be as short as CORPORATE PURPOSE or SUBJECT, but other segments may be as long as 60 words. Take a look at my example contrasting both graphs.
The actual time required to translate a segment varies from a few seconds to one or two minutes, sometimes more, depending precisely on the number of words. This is why a segment based graph is almost useless. Of course I can see words based progress in the table or in editor mode, but the graph offers a quick glance at progress. Even if word based progress is not fully accurate (I read this in one thread), a slight margin of error is not an issue.
My suggestion: let the user choose between segments, words or even characters.
