I would like to change the TM User ID that shows in the Editor View, Translation Results tab, in the bottom right hand corner (ML/29820 in this example):
I tried to untick the option Use information from biligual file to update TU system fields:
But it's still the user ID from the other user that shows instead of my User ID.

Wouldn't it make more sense to use the review status for this? You actually have three different statuses you can use when you review and they can be applied automatically if open the file in the right mode:
I think the only way to make changes to all segments in the file that are now also in the TM whether you modified them or not would be to convert the sdlxliff to TMX and then import the TMX into your TM so that it overwrote everything in there with your user ID.

I just tried to use the Review mode. As you can see below, I did not make any edit to segment 3, but I confirmed it to change its status to Reviewed, and I did run a batch task again to update the TM, but when I reopen the document, I still get the translator's username (ML29820) instead of mine in the yellow bar of the concordance search:
Do you think it would be because we're not creating a package? The translator simply creates the project on her side and saves it on the shared network. Then, when I'm ready to review it, I just open the target Xliff file and I review that file.

ok - so in this case, as I mentioned earlier, the only way to do this is to convert your sdlxliff file to TMX and import it into your TM rather than run the batch task to update. The whole point of the metadata on the TM is that it showed who last edited it. If you didn't edit it then it won't update.
The other way I guess would be to create an empty TM, add it to your project and then run the batch task to update that one based on whatever you put into the TM User ID field. If you make sure you have your main TM set on read only as you work then once you are finished you can merge the two TMs to get the new one with your user id added to your Main TM.
Does that make sense? The problem is that a TM update is designed to only change those segments which have actually changed and there are various options around that.
Perhaps it would be a nice app to have that ran a batch task and updated the TM with everything in the file, based on a specific status, and stamped the TM with whatever you wanted, irrespective of whether you made any changes or not. You could suggest that here:
