Yes, I might be having manipulation Excel issues.
I am trying to translate the Excel file.
I attached it my question as "Dialogue.xlsx".

My process is this:
1. Create new project
2. Open "Dialogue.xlsx" as Biligual Excel (turns into sdlxliff)
3. Fill out the generated sdlxliff with my translation memory.
4. Export the File as Excel.

But as I mentioned, the file output is not what I wanted it to be. As the exported Excel does not have those empty cells in between the translated cells in the target column. For example in the Actual output picture: B2 should be empty but it has been filled with the translation from A3.

ok - understood.  I tested this but can't reproduce the problem myself.  But here's a suggestion that might help.  Filter on the source so all the empty segments are not showing:

Then they are completely ignored and it may resolve the problem you seem to have.

I tried as you suggested: filter blanks before exporting, but it still did not solve the issue. The empty cells are still not there when I export it.

Looking at your screenshot above it looks like you still have the blank rows hidden or filtered. Try displaying blank rows again.

Anyway, this workaround should not be necessary. I could not reproduce it either. The target file looks OK (with empty rows) without hiding or filtering before processing it in Studio. Just might have something to do with the Preserve Target Style checkbox, try checking or unchecking that. I used these settings for the Bilingual Excel file type and the generated file came out OK.
